Could One Man Save the Whole Country?
The plan
My country, Belarus has a huge debt to the International Monetary Fund. These debt weighing heavily on the shoulders of ordinary people who are forced to work hard to pay off government debts to the IMF. My plan is to help people of Belarus meet debt obligations on a loan from the International Monetary Fund in the amount of 1.07 billion dollars.
In Lithuania and Latvia, where my parents were born: my mother is from Latvia and my father from Lithuania, there is also very difficult economic situation and huge debts to the International Monetary Fund. I am organizing a campaign called "Help Belarus" "Help Latvia" "Help Lithuania". I am going to involve supporters from the whole world, inviting everyone to support my idea with at least a symbolic donation. The purpose of the donations is to gather resources and later, after coming to an agreement with the government, exchange them for certain things that the government must do.
The situation
In the end of 2008 the International Monetary Fund decided to give Latvia a loan of 1.68 billion Euros to stabilize the economy. In March 2009, Lithuania received from the European Investment Bank loan of 1.13 billion euros. Belarus's debt to the IMF in 2010 increased by 267 million and reached 1.07 billion dollars.
I have decided to gather if not the full amount, then at least a part of it, before that date, to help my country and its people. Latvia, Lithuania and Belarus is in an unenviable situation, because the country has no money to give back the loan and the interest percentage, taxes are risen, allowances are removed, the budget is cut, pensions are decreased, businesses are going bankrupt, workplaces are lost, young people are leaving their homeland, the inhabitants lose all hope for a worthy life and lose trust in this country and its government.
Catastrophe in Japan
Japan has suffered from natural disaster. Citizens of Japan really needs our help. I created the "Public Human Development Fund" (PHDF) to help these countries. I urge like-minded people from all over the world to support my idea to countries in dire straits. Your assistance in the form of a symbolic donation can be done. About me
My name is Andrew Melkin, I am forty years old, I was born in Riga (Latvia). Currently I constantly live in the city of Minsk (Belarus). I am founder of the "Public Human Development Fund" (PHDF). I do not represent any political party, and I am not a member of any governmental institution or organization. I am a neutral individual, who is ready to do what others haven’t dared to. PHDF Fund was created specifically for this project and I did not pursue my goal of personal enrichment. I'm not here to call me a hero, I am here to act and start a chain of positive change. The real heroes will be the people who will support the PHDF campaign and join the saviors list.
Usage of donations
Depending on the amount donated, a set of adequate prerequisites with certain conditions will be developed in the name of all donators, which the governments of the countries we rescue has to do in order for the money to reach the treasury. In a case of agreement an interesting and positive follow-up is to be expected. Nothing is perfect and Latvia, Lithuania and Belarus isn’t an exception, in a case of agreement many injustices and absurdities that exist in the country will be avoided. What happens if the government does not agree with the terms?
If governments refuse to cooperate, then the donations collected by the "PHDFund.com" will not get to the cashier of recipients, and in collaboration with various organizations, donations will be used to fill school bags, feed the poor, supply clean water, feed the starving, and invest into scientific research and elsewhere. There are many possibilities, but everything depends on the amount donated and that’s why it depends on You!

To come closer to this goal, it needs the support of people from other countries.
